By the order of the Minister of Education and Science of Georgia №890, Dec 2, 2010, Internal Audit Department of MES investigated financial and legal activities of Tbilisi Public School №173. Systematic violation of law of the school administration was discovered. According to the investigation, the school administration was carrying out financial documentation and state purchasing with serious violations. The school administration was secretly carrying out economic activities, in particular, relevant contracts were not signed in the most cases. The school principal was avoiding tax payment, and the budget loss in 2010 amounted to 12,911 GEL. Accounting documentation was systematically violated as well that became the premise for the corruption agreements. The General Inspection identified the facts of violation of the teachers’ rights, in particular, during one year 286 GEL was cut down from Maia Baidoshvili’s salary, and  -  848 from the salary of Asmat Maghradze. The school principal misappropriated 2,650 GEL from the school budget. Numerous facts of falsification of the schoolchildren’s vouchers and manipulation with the diplomas were identified as well.

Significant shortage of the inventory was found as well. 

Besides above mentioned, numerous unlawful activities were investigated at Tbilisi Public School №173.

Most of the above facts are criminal code crimes. Therefore, MES addresses Prosecutor’s Office and asks to investigate activities of the administration of Tbilisi Public School №173.

The Ministry of Education and Science of Georgia will take all possible efforts to guarantee the protection of teachers’ and schoolchildren’s rights and freedoms and will not enable anyone to misappropriate sums allocated for the future generation.
